assalam o alaikum,
dear sir,
I would like , you to know about to apply harkats, in the beggining of certain ayats, in which usualy there is sukoon above the first letter. I knew that certain quran, comes with the harkats, but for instance quran rasm-osmani, in that one has to apply the harkat, it may be easy for an arab native, as they have the deeper essence of the language. but for an non-arab like me, it has to learned.

You are referring to hamzah al-wasl which is at the beginning of words which have a sukoon as the first letter and employed when starting not when continuing.
