When we read this phrase in continuum, we have the noon saakinah of the tanween in the word
followed by a

. When we have a noon saakinah or tanween followed by a voweled , the rule is idghaam with no ghunnah. In this case, the noon saakinah of the tanween completely merges into the and the then becomes emphasized meaning it acquires a shaddah. That is why there is a shaddah on the of the first letter of the word 
following . This shaddah is only read when joining the two words together. If we stop on
and then start on the word , we read the first with a kasrah only, no shaddah.
