How do kaaf and ta' have hams and shiddah?

assalam u alaikum wa rahmatuallahi wa barkatuhu how do kaaf and ta' have hams and shiddah? jazakAllah khair
Wa alaikum assalaam wa rahmatullahi wa barakaatuh
Hams is the running of breath, and shiddah is the imprisonment of the running of sound, so the two characteristics are not impossible to have in a letter as they are not of the same category. 
When we pronounce either of these two letters there is no running of sound, but there is air flowing.  This is especially prevalant when the letter is saakin, but it is there at all times.

I would like to ask for letter Ta and Kaaf which have vowel either kasrah or dhommah., should we also apply hams characteristic?
Because I heard some qari do not apply this in all conditions.  But some others apply partially,  they leave the characteristic especially when the letter before or after it is having isti'la or ithbaq characteristic e.g tathmainnul quluub,  tuqsithu,  tughyaanan.
I dont know if I understand this correctly but I have heard their recitation carefully and several times. 
How is the correct rule for that case actually?

The inherent characteristics of the letters never leave the letter, but are more apparent when the letter is saakin.  The hams on the kaaf and ta is no exception and should be present in ones recitation when the letter is voweled and when it is saakin, but it is much more apparent when it is saakin.  The letter before or after the kaaf and ta do not influence the presence of hams. 
One has to be careful to pronounce the hams without exaggeration, but make sure the air is flowing with the letter. 
Most likely the hams on voweled letters does not come out strongly on recordings.
