When reciting the letter "saad" with either a fatha, kasra, or damma, do the lips also move or only the tongue rises up?

Assalaamu aleikum wa rahmatullaahi wa barakaatuh

When reciting the letter "saad" with either a fatha, kasra, or damma, do the lips also move or only the tongue rises up? For example if I recite "Saad" with fatha, should I move my lips upward as I raise my tongue?

Wa salaamu aleikum wa rahmatu llaahi wa barakaatuh.

Wa alaikum assalaam wa rahmatullahi wa barakaatuh
The lips and jaws move in the same way for each voweled letter when it has a fathah and a different but same way for all letters for the dhammah, and a different way but same for all the letters for the kasrah.
The letter  is accompanied with an opening of the jaw, for all letters when the letter has fathah.
The letter is accompanied by a circling and protusion of the lips with the letter has a dhammah.
The letter is accompanied by retraction of the lower jaw when it has a kasrah.
The fathah is a shortened version of the alif.  The dhammah is a shortened version of the lengthened wow, and the karsrah is a shortened version of the lengthened ya'.

So when there is a with a fathah, we pronounce the letter by placing the tip of the tongue on the plates of the lower two front teeth and the sound emerges between the top and front teeth.  Since is a letter of tafkheem, we also raise up the posterior part of the tongue and compress the sound and this all is accompanied with the opening of the mouth after the articulation point is hit and separated.
