In aayah 81 of surah Al Imraan "qaala a aq rartum..." There is a hamzah next to a hamzatul qata'. In the recitation of Hafs both hamza are read clearly. My question is as follows....

Title: The Hamzatul qata' and the Hamza

Assalamu aleikum. May Allah protect you all in this blessed month of Ramadan.

I need some clarification on the hamzatul qata' and hamzah if I may.
In aayah 81 of surah Al Imraan "qaala a aq rartum..."  There is a hamzah next to a hamzatul qata'. In the recitation of Hafs both hamza are read clearly. My question is as follows:
1. Since it is a question with 2 hamzah together, why is al medd al badal not used in this case?
2. Or why is tasheel of the second hamzah not used as well?

Wa alaikum assalaam wa rahmatullahi wa barakaatuh.
May Allah give you all the blessings of this wonderful month and accept your fasting and righteous deeds.
The rule of medd al-badl is employed when there are two hamzahs next to each other in one word, the first voweled, the second saakinah; the second saakinah hamzah then changes into a medd letter matching the vowel on the first hamzah. 
In the case of , both hamzas are voweled, so the medd al-badl rule is not employed. 
As to tasheel of the second hamzah, in the different qiraa'aat there are those who change the second hamzah and make tasheel of it, but for the riwaayah of Hafs 'an 'Aasim, there is no change and both hamzahs are read clearly with a fathah.
