Are you allowed to stretch the harakah and madd when reciting in the Mujawwad style?, since you are reciting much slower.

Answer
They basis of medd is how long it takes the reciter to read one vowel.  Each vowel should be equal in time to the other.   This one vowel count should then be multiplied to obtain the time of four vowel counts or six vowel counts, etc.  The slower one reads, the longer one vowel count is as far as clock time. Still a four count medd will be four vowel counts according to the recitation, but since the reading is slower and the vowel counts take longer, the time it takes to make a four vowel count medd will be longer in clock time than if one is reading quickly.   It is all relative, but we always use the vowel count as our basis, not time in seconds or partial seconds or finger movements.
