My question is that in turuq where there is idghaam bi ghunnah for laam and raa', is there a ghunnah when the noon and laam are written as a laam with shaddah....

Jazakallahu khayran for this site. My question is that in turuq where there is idghaam bi ghunnah for laam and raa', is there a ghunnah when the noon and laam are written as a laam with shaddah for example 'li'allaa' in the last ayah of surah Al-Hadid?

Any time the saakinah merges into the or in the turuq which have idhgaam bil-ghunnah for these two letters, there will be a ghunnah with the idghaam, whether the saakinah is written as in: or not written in instead the idhgaam is directly written as in: .  The example given in the question, is one of the saakinah merging into the , but not written; so there would be a ghunnah when reading with the turuq which have ghunnah on the idhgaam of the saakinah into the and
  We can't say all with a shaddah have this type of idghaam though.  For example the word meaning "except" does not have a ghunnah on the .
