.... I am wondering what would be the actual miqdaar of the saakinah with rikhaawah (or the others i guess) in relation to one harakah?

After reading some tajweed books and some of ash-Shaykh Ayman's (May Allaah protect him) video lessons, and he mentions the miqdaar of a mutaharrik is always the same (one harakah) and the miqdaar of a saakinah is dependent on which sifah it has shiddah,tawassut and  rikhaawah. I am wondering what would be the actual miqdaar of the saakinah with rikhaawah (or the others i guess) in relation to one harakah?  I mean in;   for example,what would be the miqdaar of the sheen saakinah? I understand that one is longest, one shortest and the other is in the middle but im wondering if there is a specific duration of one, which would make the others more clear as well.

Wa alaikum assalaam wa rahmatullahi wa barakatuh,
The timing of saakin letters is not measured in relation to harakah (vowel counts), instead the timing of saakin letters are learned by listening to qualified and reading to and being correct by shuyookh.  It is a oral transmission and cannot be related in terms of harakah or in timing in seconds, and can only be learned by listening, reading, and being corrected.
