Question
Assalamu aleykum.

First of all, thank you all for the great effort that you have spent in time and resources to provide us with this study material and may you all be rewarded.
1. Can you please provide us with a list of the words in the Quran where the Ra'a is saakin and regardless of the letter before it having a kasra, the Ra'a should be read with at-Tafkheem because of its root word (asli) it has a fatha.  Please correct me of I misunderstood as well... I mean for example words like "irji3..." (27:37)
2. I have been given the advice that in order to distinguish from at-Tafkheem and at-Tarqeeq letters, I should be smiling when reciting the latter but circling the lips when reciting the mufakham letters.  How effective is this from a professional point-of-view? Does it always work...

Answer
Wa alaikum assalaam wa rahmatullahi wa barakatuh,
Jazakum Allahu khairan.
1. Anytime the saakinah is preceded by a hamzah al-wasl, it is read with tafkheem.  This is the general rule number 7 of the 8 cases in which the has tafkheem.
If the  is saakinah and preceded by a presented kasrah ( this is in the hamzah wasl).  The  is pronounced with tafkheem when preceded by hamzah wasl, if we start on the hamzah wasl with a kasrah, or if continuing from the previous word.  Examples:
There are many cases in the Qur'an, but if you see a saakinah precede by a hamzah wasl, then it has tafkheem.  You do not need to analysis to see if its root has a fathah or not.
Please see: http://www.abouttajweed.com/tafkheem-and-tarqeeq/tafkheem-and-tarqeeq-part-3.html

2. Tafkheem should not be accompanied by a circling of the lips, unless of course the letter has a dhammah on it.  The proper way of making tafkheem is by raising up the posterior portion of the tongue to the soft palate area and then focusing the sound of the letter up to the roof of the mouth (hard palate area) so that the mouth fills with an echo.

The proper way to read a letter with tarqeeq is by lowering the posterior portion of the tongue and not focusing the sound to the roof of the mouth.  Smiling is not the correct way to read a letter with tarqeeq.  The mouth should be accompanied by the proper jaw movement of the vowel it has, or in a neutral position if it is saakin.
