I have one question concerning the ghunnah and its ranks. In your tajweed lesson you said there are 4 ranks.

I have one question concerning the ghunnah and its ranks. In your tajweed lesson you said there are 4 ranks.
I am asking if the last rank (ithaar) when making it clear whith a noun sakinah for example: min hakim >> is it the same rank when we stop on a noun sakinah for example: rabbi al 3alamin. when stopping at "3alamin".

In other words, are these two examples the same (in their ranks of ghunnah) ?

The of the or  saakinah is the third rank, not the last rank of the ghunnah.  The last or fourth rank is for these two letters when they have a vowel on them and are pronounced with the vowel. 
As to your question, yes, masha' Allah very good dervation, when we put a sukoon on the for stopping, it will have the same rank, ie third rank as the saakinah read with .
Wa feekum al-Barakah.
