I would like to know whether in the recitation of Hafs, but not by the way of Ash shatibbiyyah, one can lengthen to 2 count the alif such as..

In the recitation of Hafs by the way of Ash Shatibbiyyah, the lengthening is either 4 or 5 count (not including the natural mudood which is 2 count). I would like to know whether in the recitation of Hafs, but not by the way of Ash shatibbiyyah, one can lengthen to 2 count the alif such as in surat 59 verse 20: "...humul f izoon."

Wa alaikum assalaam wa rahmatu Allahi wa barakatuh.

The example given in the question is that of  in which the medd letter is followed by a hamzah in the same word.  This medd is always lengthened at least four vowel counts in the recitation of Hafs, even in tareeq at-tayyibah, even in the ten qira’aat this type of medd is always at least four vowel counts. 

The other type of medd caused by a hamzah, , in which the medd letter is the last letter of a word and the hamzah is the first letter of the next word, as in  as in: and we are continuing in reading can be two and even three vowel counts in the reading of Hafs other than tareeq Ash-Shatibiyyah.
