alaikum assalaam wa rahmatu Allahi wa barakatuh.
The different surahs of the Qur’an started with the basmalah, but surah At-Tawbah did not. There are many explanations given for this, but the majority of scholars say it is because of the context of the surah. It is a surah ordering the Muslims to fight the disbelievers, and the lack of basmalah shows the sternness of the context.
