I was just reading this rule where the "a" of l drops if it comes after Fat7ah, Kasrah or Dammah.. Would this be hamzatul wasl?

Wa alaikum assalaam wa rahmatu Allah,

It sure sounds like hamzah al-wasl.  The hamzah wasl () of , meaning the article meaning "the" is only used when starting the word.  In this case  acquires a fat-h.  If we are joining the noun starting with  and the word preceding it, we drop  in pronunciation, no matter what the harakah on the last letter of the preceding word, even if it is a sukoon.  The hamzah al-wasl is never employed when joining the word starting with it and the word previous to it.  If the last letter of the preceding word has a sukoon, this sukoon on the last letter will change to a vowel to stop two saakin letters from meeting-meaning the saakin letter on the last letter of the first word and the saakin letter after the dropped hamzah al-wasl.  If that last letter on the word preceding the hamzah al-wasl is a medd letter, the medd letter is dropped in pronunciation, again to avoid two saakin letters meeting.
