 I would like to know :

What is the most complete book on tajweed available for me to use as a reference book; and which one do you personally recommend ? 

I have heard about the book by Ibn Al-Jazari . What is the title of this book ?

Wa alaikum assalaam wa rahmatu Allahi wa barakatuh.

There are many books on tajweed written by the old scholars of the Qur'an.  Imam Ibn Al-Jazaree wrote many books, one of them is An-Nashr fi-l-qira'aat al-'ashr, which is an advanced book that does have some tajweed in it, but its main purpose is documenting the authentic transmissions of the 10 qira'aat.  Imam Ibn Al-Jazaree wrote a poem that outlines the basics of tajweed, it is called  and is a very important source of reference for tajweed; the poem is often referred to in the lessons on this site and is also known as Al-Jazariyyah .  To use it, one needs to memorize it and study its explanation, there are many explanations written.  A good reference that is complete is 
  written by Ash-Sheikh Muhammed Nasr.  These books and the poem are all in Arabic.  The last book referred to above can be found in Egypt, and the first two can be found in most Arab countries, especially Saudi Arabia, Egypt, and Syria.
