Question

May Allah reward you for your answer to my previous question on stopping and starting.  I have another question regarding stopping and starting.  In ayah 51 of surah AZ-Zukhruf
 if I stopped on "  "  could that be considered a "Kaafi" stop and the start after it a "kaafi" beginning because although they are linked in meaning they are not linked in grammar? and is the marked stop following it that is at "  " also a "kaafi" stop?



”And Fir'aun (Pharaoh) proclaimed among his people, saying: "O my people! Is not mine the dominion of Egypt, and these rivers flowing underneath me. See you not then?”

May Allah reward you for asking questions that are beneficial to all. 

Stopping on the word   is not a kaafi (sufficient) stop because the word  (proclaimed or called) is linked grammatically to  .  It instead is a hasan (or good) stop, which means we can stop there, but need to go back a few words when we start up after the stop. 

Stopping on the word  is a kaafi (sufficient) stop and therefore it is allowable to stop there and then start up afterward with the next phrase without having to repeat anything of the previous phrase.
