The basmalah is the Arabic name for the phrase: bismillahi-rrahmaani-rraheem, which in Arabic is: , and this means: In the name of Allah, the Entirely Merciful, the Especially Merciful.  There are some phrases in Arabic that have special names, and the basmalah is one of them.
