Question

Assalaam alaikum wa rahmatu Allah

Does the recitation of the basmalah when beginning the reading in the middle of a surah depend in some circumstances on the subject and meaning of the aayah that the reader is starting on?  I recently heard a student of tajweed say that she had heard something about this.

Wa alaikum assalaam wa rahmatu Allahi wa barakatuh.

There are some items of tajweed that are required or necessary, and others that are considered proper adaab, or manners, other things are preferred. 
There are aayaat that magnify or praise Allah, Glorified be He, and some scholars of tajweed prefer that we not go directly from  to these aayaat, and instead prefer that we say the basmalah after out of respect and glorification of Allah, ta'aalaa. An example is starting the recitation with aayah al-Kursi.   The reason again is so that we do not go directly from seeking refuge with Allah from the shayTaan to praising Allah, with nothing in between.
